UTC is the reference used to compare time around the world. Tokyo is UTC+9, so when it is 00:00 UTC it is 9 a.m. in Tokyo. Subtract two cities' UTC offsets to get the time difference.
Some offsets include minutes. India is UTC+5:30, so it is 3 hours 30 minutes behind Tokyo. Do not compare whole hours only; check the minutes as well.

Regions with daylight saving time move their clocks in certain seasons, so the time difference between two cities can change during the year.
